Does my Dog have a Urinary Tract Infection?

My dog is not even one year old and I noticed the tip of his penis has turned red and there is a green thick substance coming out of it.


His energy seems to be gone as well, all he wants to do is sleep and lay face down which is weird because he loves to lay belly up. what could be wrong with him?

I am planning on taking him to the vet but I do not have any money right now for that and i would like to know how much it would be to get him examined and treated.
